CHARLES A. LEONARD, EDP – Executive Director

PMEDC Executive Director Chuck Leonard

Charles (Chuck) Leonard is the Executive Director for Pocono Mountains Economic Development Corporation which operates Pocono Mountains Industries, the Monroe County Industrial Development Authority and the Pocono Mountains Industrial Park Authority. He has more than 27 years of experience in the field of economic development. Before coming to Monroe County in 1995, he served as the Vice President of Economic Development for the Williamsport-Lycoming Chamber of Commerce. He also spent four years at the Harrisburg Area Chamber of Commerce as the Manager of Economic Development.

Chuck has a BA in Liberal Arts/Political Science from Lock Haven University and a Master of Public Administration from The Pennsylvania State University. He has served as President of the Pennsylvania Economic Development Association and is currently Chairman of Penn’s Northeast, a regional economic development marketing organization. He is one of Monroe County’s representatives on the Pocono Counties Workforce Investment Board and served on the Executive Committee for the Team Pennsylvania Foundation. He is certified by the Pennsylvania Economic Development Assocation and the Northeastern Economic Developers Association.

MICHELLE BISBING, EDP – Director of Marketing

Ms. Bisbing has been the Director of Marketing for the Pocono Mountains Economic Development Corporation for the past nine years. Before coming to PMEDC in May 2001, Ms. Bisbing spent 14 years in workforce development with Monroe County Job Training and Monroe County CareerLink. As Director of Marketing, she is responsible for new business attraction, business outreach and retention, local and regional marketing initiatives and data management.

She has a BA in Political Science and Journalism from Indiana University of Pennsylvania and currently holds a certification as a Workforce Development Professional. She is also certified by the Pennsylvania Economic Development Association and the Northeastern Economic Developers Association. She has served as Chairman of Leadership Pocono and Chair of Women in Business for the chamber. She currently serves as Chair of the Marketing Committee for Penn’s Northeast, a regional economic development partnership. She is also a member of the Northeastern Economic Development Association and the International Economic Development Council.

DENNIS NOONAN – Economic Development Specialist

Dennis M. Noonan joined the staff of Pocono Mountains Economic Development Corporation in May 2006 as an Economic Development Specialist. He has extensive experience in the real estate and finance industries and has provided private consulting services to companies for six years. Dennis also served as a Councilman for Mount Pocono Borough.

Dennis handles prospects seeking opportunities in Monroe County, business retention and expansion, business financing programs and construction/engineering management. He is also the designated Keystone Opportunity Zone Coordinator for Monroe County.

BONNIE SCHWARTZ – Administrative Assistant

Bonnie Schwartz, Administrative Assistant, joined the Pocono Mountains Economic Development Corporation in August 1999. She previously worked in banking and owned and operated her own business. She handles all of the bookkeeping and financial records for all three of the organizations operated by PMEDC. She is also the friendly voice answering the telephone and provides administration clerical support to all the staff.
